IICSA found that false allegations are rare — but disbelief is common.

Many survivors who disclosed were accused of lying or punished for speaking.

IICSA stated: “Disbelief and denial have been persistent barriers to safeguarding children.”

Belief opens the door to protection.

Disbelief leaves children trapped.
