Independent Inquiry Child Sexual Abuse (IICSA) Recommendation 4 Child Protection Public Awareness Campaign.

IICSA found that adults often saw worrying behaviour but talked themselves out of acting. Children were labelled “attention seeking.” Concerns were dismissed. Reputations were prioritised over protection.

IICSA said: “Too often, children were not believed, or their accounts were dismissed or discredited.”

Minimisation is dangerous.

Silence protects abusers.

Recommendation 4 aimed to change this culture — but it has not been delivered.
